Membership in the Retained Modified Scheme

There are three types of members in the Retained Modified Scheme, Special Firefighter members, Special Deferred members and Special Pensioner members.

Special Deferred Members

A Special Deferred member is a member who:

  • was employed as a retained firefighter for all or part of the period between 1 July 2000 and 5 April 2006, who left employment on a date prior to making an election to join the modified scheme, and who is not entitled to immediate payment of their modified scheme pension on this date
  • joins as a special firefighter member and who subsequently leaves employment or opts out of the modified scheme membership before becoming entitled to payment of their special pension
  • a special firefighter member who is already a standard member of the 2006 scheme in respect of the same employment and decides not to convert the standard service to modified service i.e. they continue with their standard membership.

If you qualified as a Special Deferred Member you will have been given the option  of purchasing back your past service rights, either by periodic contributions over a period of 10 years (or the point where you become entitled to receive payment of your deferred benefits), or by means of a lump sum. Under this option, any lump sum would need to be paid within 6 months from the date of giving notice to pay for service by lump sum or the election to join the modified scheme will be revoked.

If you qualify as a Special Deferred Member you will have been notified by Shropshire Fire and Wrekin Authority and given the option to buy back your past service.

Special Pensioner Members

A Special Pensioner Member is retained firefighter who was employed for all or part of the period between 1 July 2000 and 5 April 2006 and who had left employment on a date prior to making an election to join the modified scheme; and meets one of the following conditions:

  • who, on joining the modified scheme, becomes entitled to the immediate payment of their pension; or
  • a special deferred member who has reached age 60 or over
  • any special firefighter member or special deferred member who is certified as being permanently disabled prior to attaining ordinary pension age or normal benefit age, respectively; or any special member who attains age 55 years and retires.

Any firefighter eligible to immediately join the modified scheme as a special pensioner member will be eligible to receive the backdated payment of their pension (plus interest) from the date they would have first been entitled to receive it i.e. from the Normal Pension Age subject to paying the full employee historic contribution

If you join the modified scheme as a special pensioner member you will have had the option to pay the cost of historic contributions by means of lump sum only.

Please note that if you qualify as a Special Pensioner Member, you will have been notified by Shropshire and Wrekin Fire Authority and offered the opportunity to purchase your eligible service.

Special Firefighter members

A Special Firefighter Member is a member who:

  • Took up employment as a retained firefighter before 6 April 2006;
  • Continued in that employment until the date on which he/she elects to have the modified provisions applied;
  • Elects, within 6 months beginning with the date on which the Fire and Rescue Authority (FRA) gave the firefighter a notice, to pay the limited period pension contributions.  (The FRA will also have discretion to extend this period but any firefighter who wishes to join the modified scheme will have to make the election before 1 April 2015.)

A special firefighter member can also be a person who satisfies 1 and 3 above, but who ceased to be a retained firefighter on or after 6 April 2006 and immediately after became a regular firefighter and continued as such until the date of his/her election.

Converting modified scheme membership to standard 2006 scheme membership

If you are a current member of the standard 2006 scheme who wished to remain a standard member, you will have been given the option to convert your special membership purchased, to standard 2006 membership.

If you elected for this option the Special Modified service purchased would be converted and then be credited to your standard service as 1/60th for each full year accrued.

The option to convert service was offered during the back payment exercise to eligible firefighter members. Only those eligible members who selected this option upon receipt of the eligible documentation in 2014 were able to convert their service. This option is now closed.  

Converting standard 2006 scheme membership to modified scheme membership

If you are a current member of the standard 2006 scheme (in respect of service which is linked and continuous to your pre-6 April 2006 retained service) you will have been offered the option to convert your standard membership to modified membership.

This would be conditional on the payment of additional contributions and the associated interest. The service in the standard scheme would be credited to your special service at a rate of 1/45th for every full year accrued.

Special members who have an additional membership of the standard 2006 scheme not linked to their pre-6 April 2006 retained service will not have had an option to transfer this membership to their modified membership.
